Online survey: The Nara Document on authenticity


Nara Confernece on Authenticity
The year 2014 marks the 20th anniversary of the Nara Document on AuthenticityJapan's Agency for Cultural Affairs is planning a conference to celebrate this anniversary in October 2014.
ICOMOS Japan will cooperate with the Agency on this event. As part of the preparation, Prof. Toshiyuki Kono, a member of ICOMOS Japan and the Executive Committee, has taken the initiative to plan the conference. This is part the preparation for the 2014 ICOMOS General Assembly in Florence as well.
As an important step toward these meetings in 2014, an online survey on the Nara Document has been created in four languages. It can be found by clicking hereIf you could complete this survey or forward this to your colleagues and friends, ICOMOS Japan would be very grateful. The submission deadline is January 15th, 2014.

Arches: new open source heritage inventory & management system


The GCI and World Monuments Fund have just released Arches version 1.0, a user-friendly, open source information management software system built specifically to help heritage organizations safeguard cultural heritage sites worldwide.

World Heritage: New resources

The World Heritage Centre has made available new tools and documents: 

"Managing Cultural World Heritage" reference manual
This manual provides guidance for States Parties and all those involved in the care of World Heritage cultural properties on how to comply with the requirements of the World Heritage Convention. It also aims to help States Parties to ensure that heritage has a dynamic role in society and harnesses, but also delivers to others, the mutual benefits that such a role can create.

"Celebrating 40 years of the World Heritage Convention"
This electronic publication provides the vivid record of the three-day landmark event, which was organized jointly by the Government of Japan and UNESCO World Heritage Centre, in Kyoto, Japan, 6-8 November 2012. During the Closing Event, challenges the Convention faced in its early years as well as today's key issues in the World Heritage community, were discussed.

State of Conservation (SOC): The very significant number of reports prepared by the UNESCO Secretariat and the Advisory Bodies to the World Heritage Committee represents an exceptional and extensive documentation on various conservation issues. UNESCO, Cultural Heritage, and Outstanding Universal Value

This book explores the international legal framework developed by UNESCO to identify and protect world heritage and its implementation at the national level. Drawing on close policy analysis of UNESCO’s major documents, extensive professional experience at UNESCO, as well as in-depth analyses of case studies from Asia, Europe, and Latin America, Sophia Labadi offers a nuanced discussion of the constitutive role of national understandings of a universalist framework. 

The discussion departs from considerations of the World Heritage Convention as Eurocentric and offers a more complex analysis of how official narratives relating to non-European and non-traditional heritage mark a subversion of a dominant and canonical European representation of heritage. It engages simultaneously with a diversity of discourses across the humanities and social sciences and with related theories pertaining not only to tangible and intangible heritage, conservation, and archaeology but also political science, social theory, tourism and development studies, economics, cultural, and gender studies. In doing so, it provides a critical review of many key concepts, including tourism, development, sustainability, intangible heritage, and authenticity.

Photo story: New life for avant-garde buildings from Russia and Ukraine

The EU Neighbourhood Info Centre has released a photo story highlighting the achievements of an EU-funded project in preserving valuable early twentieth century urban heritage in the cities of Moscow and Kyiv.

The 1.30-minute video spotlights the activities of the project, which helps Moscow and Kyiv preserve their architectural heritage, by giving a new lease of life to neglected avant-garde buildings.
The photo story is based on a feature article published by the Info Centre last year.
It was put together using photos taken for the Info Centre, illustrating the activities of the project, with music and background information. The photos are also available in a special Photo gallery on the EU Neighbourhood Info Centre website. 

The video is the latest in a series of resources illustrating EU support for culture in the EU’s Eastern Neighbourhood, released as culture ministers meet in Tbilisi for the first Eastern Partnership Ministerial Conference on Culture today. Other material includes a press pack and an interview with the team leader of the Eastern Partnership Culture programme. (EU Neighbourhood Info)

New publication "Heritage, a driver of development: Rising to the challenge"

ICOMOS is pleased to announce the release of the publication resulting from the International Scientific Symposium held on the occasion of the 17th ICOMOS General Assembly organized by ICOMOS France in Paris in 2011.
This, fully bilingual, printed volume provides a summary of the issues discussed during the Scientific Symposium “Heritage, driver of development” held at UNESCO, and follows on from the electronic Symposium Proceedings published in 2012 on the ICOMOS and ICOMOS France websites, which are also included as CD-ROM in the new printed publication.

This publication is intended as a tool in approaching the issue of heritage acting as a driver of development, through the four sub-themes chosen for the International Symposium: heritage and regional development, development and the return to the art of building, tourism and development, the economics of development.
It identifies the key questions raised by the development issue in all its aspects in the heritage context, and suggests the means needed to move forward. This is the meaning of the title “Rising to the challenge”. It also highlights “The Paris Declaration, on heritage as a driver of development”, doctrinal text voted on the occasion of the 17th General Assembly.
The publication of this volume was made possible thanks to the support of the l’Institut national du patrimoine.
We thank you for helping us in spreading the news of this new publication among your colleagues and partner organisations, so that the reflection on this inexhaustible theme can continue to be enriched.

New acquisition in ICOMOS Documentation Centre

L'Aqueduc Médicis. Des sources de Rungis aux fontaines de Paris.

Summary in French:
"L’année 2013 verra le 400e anniversaire de l’aqueduc Médicis construit sur ordre de Marie de Médicis afin d’amener à Paris les eaux de sources captées à Rungis et aux alentours. Sur le trajet de l’aqueduc, il reste aujourd’hui vingt-quatre regards en pierres de taille qui disposent tous d’un bassin de décantation, d’ouvertures d’aération (prenant parfois l’aspect d’une lanterne) et d’escaliers rejoignant la surface. L’eau de l’aqueduc arrivait à Paris dans le regard XXVII, ou « maison du Fontainier ». La bâtisse est d’abord utilisée pour loger les fontainiers et répartir l’eau entre le roi, le peuple et l’entrepreneur. Elle permet ensuite de stocker l’eau qui, à partir de là, alimente douze fontaines publiques rive gauche et deux fontaines rive droite. Compte tenu de l’intérêt historique de ce patrimoine et de son caractère régional, la Région Île-de-France a décidé de participer à ce projet de publication et de l’accueillir dans la collection « Parcours du patrimoine".
