Call for abstracts for paper and posters for the 15th Annual US/ICOMOS International Scientific Symposium 40th Anniversary Celebration of the World Heritage Convention May 30 – June 1, 2012 in San Antonio, Texas

In 2012, US/ICOMOS will return to San Antonio, Texas, site of the first US/ICOMOS International Symposium in 1996. That meeting explored the question of "Authenticity" and its meanings in the Americas. Since 1996, San Antonio has continued as a city at the confluence of cultures and heritage in the Americas.
US/ICOMOS seeks proposals for presentations at the 2012 Symposium, which will be organized as three sessions around these themes:
1. Authenticity and Identity in the 21st century — revisiting the 1996 "Declaration of San Antonio" (see http://www.icomos.org/docs/san_antonio.html). What are common themes and variations throughout the Americas?
Authenticity continues to be a key topic in preservation in the years since the first Symposium. It resonates differently in different places and to different groups. It carries different meanings in the treatment of built fabric, in the social and cultural dimensions of places, in the uses of heritage for economic development.
2. Cultural Sustainability — designing a future that includes the heritage of humanity, maintaining both the natural and cultural systems that support our existence, considering people and their relationship to places in truly sustainable design.
Sustainability is framed as including environment, economics, and social equity. A lively conversation has asked whether culture ought to be considered a fourth node added to this triad, or whether it is a dimension that encompasses all the others. Either way, culture is essential. How do we sustain cultures of place while allowing – assisting – their necessary adaptation?
3. Continuity and Urban Growth in Cultural Heritage Contexts — managing change within living cities and places with strong cultural heritage, to include cultural landscape and cultural geography issues.
The 21st century is the world’s first urban century: more than half of all people now live in metropolitan regions, and increasingly in urban megaregions. The heritage of smaller places and previously rural landscapes is subject to pressures at unprecedented scales, but also to significance and opportunities at new scales. For the past year ICOMOS has been reviewing a draft Recommendation on the Historic Urban Landscape (see http://whc.unesco.org/en/activities/638), which will be a particular focus of this session.
Note: In all three sessions the conference committee will favor papers that address the Metrics of cultural heritage assets. How do we measure and map the values of places with local or ethnic relevance? How do we identify the assets that give identity to places? How can value-led planning be made systematic for heritage conservation? How can we measure the efficacy of implementation methods?
Each session will be organized as a panel discussion. Participants will each make a short presentation (10 minutes) introducing their subject. Most of each session will be given to discussion among the panelists and with the audience. The conference committee will seek diverse voices and perspectives in each session.
A separate poster session will accommodate additional research and explorations.

The United States National Committee of the International Council on Monuments and Sites (US/ICOMOS) is composed of individual and institutional members representing federal, state and local government agencies, non-profit organization, education institutions, and private firms dedicated to the conservation and preservation of cultural heritage. US/ICOMOS is a 501(c)(3) non-profit, non-governmental organization. ICOMOS is an international advisory body of 9,000+ professionals from 120 national committees that evaluates cultural sites nominated for the World Heritage List, monitors the state of conservation of those sites, supports capacity building worldwide, and reviews requests for international assistance.
Instructions for Submitting an Abstract (please read carefully)

• Abstracts must be received by US/ICOMOS by Monday, December 12, 2011. Please indicate whether the submission is for a paper or a poster.
• Maximum text of 250 words, in English or Spanish.
• US/ICOMOS will accept electronic (Microsoft Word or Adobe pdf files only) abstracts sent by email to don.jones@usicomos.org
• The page with the abstracts must contain AT THE TOP the title of the proposed paper, the name of the author(s), and contact information (institutional affiliation, mailing address, phone number and email address). Please include a brief biographical statement (maximum 200 words).
• Up to two images may be included with each abstract, as .jpg or .tif files. They should be included as attachments to the same e-mail as the abstract, with a filename in the form of .image<1 or 2>.. They should be sized at 72dpi, no more than 600 pixels wide or tall, file size no greater than 2MB.
External reviewers will evaluate all abstracts, with final selection by the conference committee. Authors selected for paper presentations will be notified by mid-

February 2012. Completed paper drafts will need to be received by session chairs by Monday, April 2. We anticipate that the Symposium will produce a publication including edited versions of the accepted papers.

US/ICOMOS hopes to be able to offer simultaneous translation for plenary addresses and the three sessions, so that the languages of the conference can be both English and Spanish.
In previous years, US/ICOMOS was able to secure grants and monetary contributions to help defray travel, lodging, and registration costs for international speakers selected to present papers, and for qualified students to attend the Symposium. We are making every effort, despite today’s changed financial environment, to raise funds to continue this assistance. In response to a proposal by ICOMOS, 18 April was designated as The International Day for Monuments and Sites by UNESCO in 1982. Each year a theme is selected to help focus the celebration and promotion of cultural heritage across the world. The aim is to explore cultural heritage beyond the select group of sites on the World Heritage List and to encourage local communities and individuals to consider the importance of cultural heritage to their lives, identities and communities. The theme agreed for 2011 is the ‘Cultural Heritage of Water’.

The World Heritage Resource Manual Series

Since the World Heritage Convention was adopted in 1972, the World Heritage List has continually evolved and is growing steadily. With this growth, a critical need has emerged for guidance for States Parties on the implementation of the Convention. Various expert meetings and results of the periodic reporting process have identified the need for more focused training and capacity development in specific areas where States Parties and World Heritage site managers require greater support. The development of this series of World Heritage Resource Manuals is a response to this need.

The publication of the series is a joint undertaking by the three Advisory Bodies of the World Heritage Convention (ICCROM, ICOMOS and IUCN ) and the UNESCO World Heritage Centre as the Secretariat of the Convention.

The aim of this Resource Manual is to help States Parties to achieve good quality World Heritage nominations.
The Advisory Bodies consider that there are a few underlying basic principles which should underpin all good nominations to ensure that the most appropriate properties are nominated, properties are represented as effectively as possible within nominations, and the nomination process itself contributes to protection, conservation and effective management of natural and cultural heritage.

(6-8 June 2010, Damascus, Syria)

Fourth seminar organised by RMSU for the strengthening of Mediterranean cultural heritage institutional and legislative frameworks.
A specialised workshop was organised in Damascus in connection with the activities of the Euromed Heritage 4 programme in order to meet the wishes of the partner countries for strengthening the institutional and legislative framework of their heritage policies.

Given the important role that heritage can fill as an economic and social resource, this workshop was about defining, in consultation with all parties concerned, the modalities for a development of the heritage in a modern policy of sustainable human development. And more precisely: a valuation that is consistent with its proper preservation and the safeguarding of its values.

On the one hand, the workshop examined various business models and formulated proposals for the regulatory framework on the process of decision making and the accompanying managerial imperatives.

On the other hand, very specifically, the workshop examined the range of financing techniques for the conservation and enhancement of heritage, with particular attention to forms of public-private partnership. An inventory of the different practices in European countries and in Mediterranean partner countries has served as the basis for the workshop.

In addition to a representative from each partner country, the workshop brought together experts from UNESCO, ICCROM, the Council of Europe, the European Investment Bank, the Aga Khan Trust and ICOMOS.

Guidance on inventory and documentation of the cultural heritage (2009)
Improved heritage management and the inclusion of heritage in planning and sustainable development processes necessitate inventory and documentation. More than mere scientific tools recommended in international agreements, inventory and documentation play a strategic role. The complexity of the heritage items that now have to be inventoried and their interaction with our everyday living environment require the clear definition and harmonisation of practices at the European level.
Through its work in the 1960s, the Council of Europe helped to lay the methodological bases for inventorying architectural, archaeological and movable heritage. The efforts to systematise the process came in answer to the broadening meaning of heritage, and today new considerations lead us to address such notions as heritage groups.
The guidelines proposed in this book reflect the work done so far and provide a basis for future research. It is part of a series produced under the Technical Co-operation and Assistance Programme to present the experience derived from the projects implemented by the Council of Europe. - Purchase

Funding the architectural heritage: A guide to policies and examples (2009)
What systems can be used for the mobilisation of financial resources for the conservation, restoration, rehabilitation and integrated management of the architectural heritage through area-based regeneration initiatives? This guide aims to provide authoritative information on different funding mechanisms, financial resources and management systems utilised in Europe and in North America as a means to assist the development of good and efficient practice.
Consideration is given to examples relating to three principal forms of financial measures: subsidies (grant aid), loans and tax incentives, as well as specific measures to promote sponsorship through donations by individuals and corporate organisations. Other revenue-raising methods are investigated, including easement donations and endowment funds, lotteries, concession agreements, monument annuities, the transfer of development rights and enabling development, and through the support of international organisations such as the World Monument Fund, the World Bank, the Council of Europe Development Bank and the European Union. Further consideration is given to the role of non-profit and other organisations operating for the benefit of the architectural heritage such as revolving fund organisations, charitable trusts, heritage foundations and limited liability companies. European heritage - Sustainable development strategies in South-East Europe (2008)
The Institutional Capacity Building Plan is the first of three components in the Regional Programme for Cultural and Natural Heritage in South East Europe that was launched in 2003. As part of this plan, a "translational theme-based debate" was held, the structure of which was based on an assessment of requests from Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Montenegro, Romania, Serbia, "the former Yugoslav Republic of Macedonia" and Kosovo.
The results of this debate have been published across three volumes in the European Heritage series. This third volume examines how the enhancement of cultural and natural heritage can contribute to the implementation of sustainable development projects. The participants' reports and presentations on European best practices should inspire institutions to define rules and guidelines for structuring their national heritage policies so that they can also contribute to regional and local development strategies. - Purchase

Diversity of cultures is a strength of the Asia Pacific Region. From the mountains and deserts of Iran in the north-west, to the indented coastlines and island of Japan and New Zealand in the north-east and south-east, there is also a multitude of different landscapes. As those landscape are made and influenced by cultures that have different understandings of nature, and different responses to their surroundings, so exhilarating contrasts have developed. Even though rulers and traders of surrounding ancient countries interacted and mixed different cultures, fauna and flora when they visited Darius in Iran centuries ago, as recorded on stone panels in the sacked city of Persepolis, the differences have been maintained over the centuries. Even though religions and ideas have been transported through the region, gradually modifying cultures, the differences have created unique landscapes. You know where you are when you walk through cities in Japan or fields in Thailand or India.

The Transformation of the National History Museum in Albania: Recommendations and Proposed Next Steps by the Advisory Board

Albania has been described as the last secret of Europe. Almost unknown internationally, its rich and diverse cultural heritage is undervalued within the country, much of it having been suppressed or neglected during the long years of isolation. This peaceful multicultural coexistence presents Albania with a unique opportunity: to utilize its culture as an instrument in shaping its new national identity, as its government, economy and people move away from isolation to a greater participation on the world’s
stage.
The Joint Programme “Culture and Heritage for Social and Economic Development” (CHSED) was primarily designed to achieve outcomes derived from the national priorities of Albania that are consistent with the Millennium Development Goals and the One UN programme, approved by the Albanian Government in October 2007. The flagship activity for the CHSED Joint Programme will be the transformation of the National History Museum in Tirana into a modern cultural institution. One key activity to this is to: “Establish a management and governance structure for a “world-class” National History Museum” (Activity 2.1.1).

This final report, prepared by the museum expert, will summarize and elaborate on the major findings and recommendations of the Advisory Board, for use as a final decision-making tool by the Government of Albania and the UN Agencies that are substantially and financially accountable for the implementation of the activities in the CHSED Joint Programme.

Strengthening the institutional and legislative frameworks: seminar on “Prevention and fight against illicit traffic of cultural properties”
(9-11 November 2009, Beirut, Lebanon)

Second legal seminar organised by RMSU in collaboration with the Beirut Office of UNESCO, under the patronage of the Lebanese Directorate of Antiquities
The objective of this second seminar, organised by RMSU in the framework of its activity of strengthening of the institutional and legal framework, was to compare the existing legislations and specialised services in the Mediterranean partner countries with the norms set by major international conventions such as the Hague Convention of 1954, the UNESCO Convention of 1970, and the UNIDROIT Convention of 1995, as well as the codes of ethics for the management of collections, whether private or museum collections, and for the trade in cultural properties (Codes of ICOM and UNESCO).
The seminar examined how these norms have been implemented in the national legislations, how the data base of UNESCO of cultural heritage legislation is being updated and consulted, and the mode of cooperation with the services of INTERPOL and the World Customs Organization (WCO).
The discussion linked with the issues related to inventories, a subject already dealt with in December 2008 at the occasion of the first seminar, and in particular the use of the norm “Object ID”. In addition, the seminar invited Dr. Sophie Vigneron from Kent University (UK), rapporteur of the Seminar on manuscripts organised in April 2008 in Alexandria by Manumed EH 4 project.
Eventually, this seminar was combined with a special training session for about ten Lebanese professionals.

Colloque du Havre: Villes symboles du XXe siècle

Brasilia, Chandigarh, Le Havre, Tel Aviv: four different interpretations of 20th century's architectural and urban modernity. Three of those four cities are inscribed on the UNESCO world heritage list, Chandigarh is applying to be inscribed.

Their outstanding modern architectural heritage is a reference to the whole world. To balance the protection and the valorization of the most prestigious buildings with nowadays urban life remains a permanent question.

Le Havre city presents the publication of the international symposium, which took place on September 13th-14th 2008, to examine the main steps of those important heritage sites and to compare the solutions chosen to bring together heritage enhancement and present's necessities. This symposium gathered numerous specialists regarding architectural and urban history, urban policies coordinators, and actors, elected and professionals, of today's urban projects.

Lucile has got a Degree of Information Manager in the Institut Catholique de Paris, and has been for a year Head of the UNESCO Education Sector Documentation Centre.
She will be replacing Mr Jose Garcia Vicente, who has been in charge of the Documentation Centre for the past 11 years.

This issue includes articles on new member associations from Paraguay, Ecuador, and Central America and the Caribbean, who were welcomed to IFLA at the World Council meeting in Rio in late October 2009. We introduce our new Vice President Europe, Nigel Thorne and other European executive committee members Carlo Bruschi (VP Professional Practice) and Marina Cervera Alonso De Medina (Secretary). The IFLA elections are underway at present so in two months time the new President and other regional Vice Presidents will be introduced.
We have a new office: Executive Secretary Christine Bavassa has moved into new premises in a location that is closer to the action in Brussels. We are sharing an office with a local representative of the International Society of City and Regional Planners (IsoCaRP), so we will have immediately better opportunities to work with one of our partners.

World Heritage: Where Are We? An Empirical Analysis. By Bruno S. Frey, Paolo Pamini. A working paper for the Center for Research in Economics, Management and the Arts (CREMA).

An empirical overview of the UNESCO World Heritage List according to various characteristics is presented. The officially stated intention of the World Heritage List is to protect global heritage. Our focus is on the imbalance of the existing List according to countries and continents. The existing distribution is compared to hypothetical distributions considered “balanced” from different points of view. It turns out that the World Heritage List is unbalanced with respect to a distribution of Sites according to population, area or per capita income. This paper wants to reveal facts about the existing distribution, and is designed to help a reasoned discussion to emerge.

The Planned Conservation is the ability to see the Cultural Heritage over time and to govern its transformations. Knowledge, prevention, control, operations planning, replace the idea of restoration as a defensive action aimed to prevent any changes with the idea of conservation as a co-evolution between humans and heritage.

The practice of preventive and planned conservation are presented as a strategic move to preserve the architectural heritage of the twentieth century. Modern heritage is particularly vulnerable to risks of accelerated deterioration due to material, formal and technological characteristics. Control and cure, indeed, are the most effective defense of its authenticity.

The essays in this volume present ideas, researches and international cases related to the conservation of buildings and sites of modernity. It outlines a framework that reveals different cultural contexts of protection and unpublished lines of continuity and consistency.
Reflections on the legal and regulatory frameworks, on social and cultural impacts, on sustainability and economic efficiency, on the role of knowledge, diagnostics and monitoring, highlight the potential related to the transition from restoration as an exceptional occurrence to conservation as knowledge and constant care.

The volume contains also the contributions presented in October 2009 at the International Conference “Planned Conservation of XXth Century Architectural Heritage” promoted by the Municipality of Como within the CARIPLO Foundation’s project "Spreading innovative methodologies for Planned Conservation of historic architectural heritage”.

Museum International n° 243: ICCROM Commemorating Excellence - available

MUSEUM International, UNESCO’s quarterly journal on museum and heritage at the international level, will devote the fall 2009 issue (n° 243) to the commemoration of the 50th anniversary of the creation of the International Center for the Study of the Preservation and the Restoration of Cultural Property (ICCROM).

The creation of ICCROM marked a highly significant step in the commitment of the international community to devote resources and gather expertise for the conservation and restoration of cultural heritage. The proposal to create an intergovernmental centre for the study and improvement of methods of restoration was adopted at the 9th session of the UNESCO General Conference in New Delhi in 1956. Since then, UNESCO and ICCROM have worked in close partnership to implement conservation projects and raise global awareness for the protection of cultural heritage in all its dimensions.

By devoting the forthcoming issue of MUSEUM International to ICCROM, UNESCO wishes to pay tribute to the longstanding cooperation and common achievements that have linked the two organizations in the past fifty years.

The issue will present in three chapters all key aspects of the work of ICCROM, from the past to the future. Short messages from experts and participants at ICCROM training programmes will also be collected and presented to emphasize the role of ICCROM as a place of communication and solidarity.

Earth, Wind, Water, Fire - Environmental challenges to Urban World Heritage

The City of Regensburg hosted the OWHC Northwest-European Regional Conference "Earth, Wind, Water, Fire - Environmental challenges to Urban World Heritage" (16-18 September 2008).

The conference proceedings have now been published by the City of Regensburg. This scientific publication summarizes the conference results, highlights experiences with environmental challenges and points out different protection strategies for historic urban areas by depicting the numerous conference presentations on 'Earth', 'Wind', 'Water' and 'Fire' which covered a wide spectrum of natural risks to urban World Heritage sites.

Petit traité des Grands Sites: Réfléchir et agir sur les hauts lieux de notre patrimoine. Coordonné par Jean-Pierre Thibault

Nombre de sites, petits ou grands, sont aujourd'hui menacés d'altération, de dégradation, voire d'indifférence. Cet ouvrage s'adresse à tous ceux que cette situation préoccupe ou qui entreprennent une démarche de sauvegarde, de gestion et de mise en valeur fondée sur l'esprit des lieux. Ce traité repose sur l'expérience de la politique des Grands Sites, initiée et pilotée par le ministère chargé de l'environnement depuis 1976. Il s'enrichit également d'exemples de sites étrangers et d'éclairages apportés par la gestion des sites inscrits sur la liste du patrimoine mondial de l'Unesco. A partir de témoignages et de sites choisis pour leur pertinence, dans chacun des thèmes abordés, ce guide des bonnes pratiques, ou plutôt des bonnes questions, invite à réfléchir sur les différents aspects qui paraissent incontournables pour la gouvernance d'un développement touristique et culturel durable: comment régler les problèmes, souvent conjugués, que sont la dégradation physique ou écologique d'un site, la perte de ses habitants. Proposant à plusieurs questions fondamentales des réponses ou des pistes multiples, l'ouvrage se veut un document engagé, mais en aucune façon doctrinaire. Comme pour un guide que l'on emporte avec soi dans la visite d'un site, nul n'est censé le suivre à la lettre. Chacun y butine, dans l'ordre qu'il souhaite, telle ou telle indication qui paraît utile à son parcours ou à sa découverte.

Kit of the Convention for the Safeguarding of the Intangible Cultural Heritage

The kit on intangible cultural heritage is a basic reference and pedagogical instrument for promoting and ensuring an effective understanding of intangible cultural heritage and the 2003 Convention by governments, communities, experts, concerned UN agencies, NGOs and interested individuals. It has been published in September 2009 on the occasion of the fourth session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage held from 28 September to 2 October 2009,

Conceived as a flexible tool, in which new brochures adapted to the local situation can be included, the kit should be continuously developed and translated into as many languages as possible.

The first version has been made possible thanks to the generous support of the Government of Norway. It is composed of 7 brochures and fact sheets on 12 safeguarding projects, all downloadable.

UNESCO World Report: Investing in Cultural Diversity and Intercultural Dialogue

This World Report aims to become a reference tool for cultural diversity. Cultural diversity, which is too often reduced to the protection of heritage in danger, is also the development of intercultural skills, the search for an antidote to expressions of cultural isolationism, the road towards new forms of governance, the lever of the effective exercise of universally recognized human rights and a means to reduce imbalances in the world trade in creative products.

Media and cultural industries represent more than 7 % of global GDP and represent approximately US$1.3 trillion, i.e. approximately twice the level of receipts from international tourism, estimated at US$680 billion. Africa’s share in the global trade in creative products remains marginal – at less than 1 % of worldwide exports – despite its abundance of creative talent. In order to improve this situation, it is urgent to invest in cultural diversity and dialogue, the Report insists.

Culture was the great forgotten issue among the Millennium Development Goals’, deplored Koïchiro Matsuura, UNESCO’s Director-General, adding that ‘it has become urgent in our world, which is confronted to cultural changes of all sorts, to learn how to manage change and ensure that it does not becomes a source of greater vulnerability for those who are badly prepared to face it." This is clearly the meaning of the ten recommendations drawn by the Report about ways to invest in cultural diversity. The Report especially suggests creating a ‘World Observatory on Cultural Diversity, to monitor the impacts of globalization’, setting up a "national mechanism for monitoring public policies as they relate to cultural diversity," and implementing "national language policies with a view to both safeguarding linguistic diversity and promoting multilingual competencies."

The Report also puts forward new strategies to facilitate intercultural dialogue, improve the relevance of educational contents, overcome stereotypes in the media and facilitate the exchange of artistic productions and the circulation of artists. Aimed at the academic world as well as the general public, this Report develops a new vision of cultural diversity, which stresses its dynamic nature and the need to combat the development of cultural illiteracy, which is promoted by the acceleration of social transformations.

Whatever the approach in our articles and in the wealth of perspectives in presentations to be shown in Rio de Janeiro, we landscape architects have a duty to our clients, to the people who are affected by our designs and to biodiversity itself, to act as stewards of landscapes. Our duty is to conserve and enhance landscapes so that they function and endure. Certainly, we design for beauty, but that is not the end of it. We also design for sustenance, health, diversity and connectivity, and so that community rights in our landscapes are maintained.

Australia ICOMOS: (Un)Loved Modern Conference papers available online

4th Session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage, Abu Dhabi (Sept 28-Oct. 2, 2009)

The fourth session of the Intergovernmental Committee for the Safeguarding of the Intangible Cultural Heritage takes place in Abu Dhabi (United Arab Emirates) from 28 September to 2 October 2009. The Committee will, among other things, inscribe the first intangible cultural heritage elements on the Urgent Safeguarding List and the Representative List, as well as select safeguarding programmes, projects and activities that it considers best reflect the principles and objectives of the Convention. One hundred and eleven nominations for the Representative List have been examined from 11 to 15 May 2009 by a subsidiary body of the Committee. In Abu Dhabi, the Committee will decide whether the elements shall or shall not be inscribed.

Project Objectives

MOSAIKON is a partnership of four institutions: the Getty Conservation Institute, the Getty Foundation, ICCROM (the International Centre for the Study of the Preservation and Restoration of Cultural Property), and the International Committee for the Conservation of Mosaics (ICCM).

The objectives of MOSAIKON are:

- to strengthen the ICCM and the network of professionals concerned with the conservation, restoration, maintenance, and management of the mosaics heritage;
- to provide training to a variety of individuals involved in mosaics conservation and, more generally, with the management of archaeological sites and museums with mosaics;
- to work with national and international bodies to provide a more favorable legislative, regulatory, and economic environment for the conservation of mosaics in the Mediterranean; and
- to promote the dissemination and exchange of information.
